As part of the 88th Acfas conference on May 7, 2021, the PaRIS-OECD Quebec team, which includes several members of the Unité de soutien SSA Québec team, held a symposium titled Enjeux, priorités et leçons apprises pour les enquêtes sur la qualité des soins primaires selon la perspective des patients et des patientes (Issues, priorities and lessons from studies on the quality of primary care from the perspective of patients). This gathering of stakeholders from different key sectors (patient partners, researchers and clinicians, private businesses, ethics specialists, etc.) led to publication of a report titled Les indicateurs de santé et d’expérience rapportés par les patients et les patientes. Conduire le changement pour l’amélioration des soins (Patient-reported health and experience indicators: Driving change to improve care). The document summarizes the observations from that day and compiles the recommendations of the PaRIS-OCDE Québec team.

PREMs and PROMs, central to the vision of the Unité de soutien SSA Québec
Patient-reported outcome and experience measures (PREMs and PROMs) are one of the areas of expertise the Unité de soutien SSA Québec provides to help establish a learning health system in Quebec. The Unit is helping to fund the PaRIS-OECD Quebec survey. Its team includes three of the report’s authors, Marie-Eve Poitras, Sara Ahmed and Maude Laberge.
The publication of the recommendations report is a step toward integrating data science into clinical and organizational practices in Quebec.
What are patient-reported health and experience indicators?
PROMs (Patient-reported outcome measures) and PREMs (Patient-reported experience measures) refer to data gathered by clinicians that can only be obtained from the patients themselves and that are not currently available to researchers in Quebec.
While many organizations are sounding the alarm about the need to improve primary care performance, it is essential to explore the indicators of quality as perceived by people with chronic conditions in order to improve primary care and ultimately their health.
